The attack on Natural Gas continues in North Cowichan

Dear COAP members, this is the final battle it seems to retain natural gas installs in new buildings as staff is presenting their report to council on Wed. Surprisingly staff is not recommending that NC accelerate the BC Step Code to 3 and 4 before being implemented by the Province. However, we have 4 (to 3) council members who seem dead set on accelerating this plan to remove choice for energy, and cost builders more to build ( which would be passed on to the buyer or renter). This should have gone to a referendum, but since it has not, this may be the last chance to have our say. According to their email :
“Low-carbon new buildings
North Cowichan will be aligning the Building Bylaw to reflect provincial Step Code requirements for space and water heating in buildings.
As of May 1, 2023, the province requires all new residential and commercial buildings to demonstrate compliance with the BC Energy Step Code:
Step 3 for Part 9 buildings (single-family homes, duplexes, townhomes)
Step 2 for Part 3 buildings (larger apartment buildings, commercial, mixed use, office)
IMPORTANT TO KNOW: Building Permit Applications are required to be compliant with the minimum mandatory requirements and applications must include a Pre-Construction Report from an Energy Advisor.
North Cowichan will consider adopting Zero Emission Step Code EL-3, once the Building Bylaw is amended in October, with EL-4 effective July 1, 2024. We will also be engaging with the building industry to make sure we are on the right path with this roll out.
First three readings of the Building Bylaw amendment will be on the October 4 Council agenda, with adoption tentatively scheduled on October 18.
North Cowichan is progressing to the highest steps to build better homes while reducing carbon emissions and heating costs. This would mean that newly constructed buildings are energy-efficient and use low-carbon energy sources.
Already, more than half of new homes built in North Cowichan use electric energy for space and water heating.
The BC Energy Step Code is a provincial set of standards to construct energy-efficient and airtight buildings. These compliance standards ensure that the province will be Net-Zero Energy Ready by 2032. To reduce greenhouse gas (GHG) emissions associated with space and water heating in buildings, the Province has developed the Zero Carbon Step Code.

This is only the beginning, as new builds will then turn into requirements for your old building ( already in the planning phase . You must upgrade with this loan provided by the municipality, which will then be attached to your home. You will not be able to sell or live in your home without meeting thesezero-carbonn goals.

At the same time this week politicians also voted in favour the WEF new energy bill to achieve net zero. The new energy bill which was devised by the WEF means that home owners must now comply with strict new rules which will soon be imposed. The changes required are extremely expensive modifications which will cost the average householder tens of thousands of pounds to implement. If you do not comply with these demands the government will now have the power to fine homeowners up to £15k and if you can not or will not pay this fine you will be jailed for 12 months. Home owners can not sell the property until the required modifications have been actioned nor can they rent out the property until the modifications have been actioned. These are very costly modifications which many people will simply not be able to afford, with these new rules which will coincide with price hikes across the board in all other areas many brits will soon be bankrupt.” source :

The proposed net-zero measures, if enforced, will deter builders, inflate home costs, raise living expenses, grant a monopoly to BC Hydro, and, according to your climate specialist, won't contribute globally to emission reduction measurements.
A critical point of contention is the pursuit of "net zero," a concept seemingly embraced without a clear understanding. Reflecting on the fact that life on Earth relies on carbon, attempting to achieve "net zero" without thoughtful consideration is concerning. As elected representatives, the responsibility lies in comprehending the implications of policies and not merely deferring to staff.
Raising concern, it appears that not one councilor read the IPCC report, the foundation of current policies. The IPCC report, riddled with flaws and revised due to inaccuracies, now serves as the backbone for decisions impacting citizens' lives. Thousands of scientists contest the UN agenda and climate narrative.
Additionally, it's noteworthy that a councilor with a background in the oil and gas industry now advocates for a government monopoly on energy, eliminating citizens' affordable choices. Why should North Cowichan endorse a monopoly ( BC Hydro) and advocate for a government entity? It raises questions about the council's impartiality and commitment to citizens' welfare.
Moreover, the proposed gas ban may disproportionately affect First Nations communities. Sixteen First Nations are part of the FNLP, and a gas ban threatens their economic agreements with British Columbia. This isn't merely a matter of policy; it's a question of justice and equity. I implore you to consider the social implications and harm to the livelihoods of First Nations individuals arising from such policies.
In closing, I urge you to genuinely represent the diverse voices within your community who are already suffering under energy/fuel costs”
